1. RULES

The regatta will be governed by the Rules as defined in the 2001-2004 Racing Rules of Sailing. This includes the ISSA Procedural Rules & PCISA Procedural Rules.

2. ELIGIBILITY

2.1 A team is comprised of a minimum of 4 and a maximum of 8 sailors who MUST attend the same high school. Competing schools must be members of PCISA and all sailors must be registered with the PCISA. Teams must be accompanied by a designated Adult Team Leader/Chaperon, who may be an advisor, coach or parent and must be recognized by the school. That Adult Team Leader/Chaperone will be the only individual authorized to speak with authority to the organizing authority.

2.2 All teams having competed in a PCISA event this season as a complete team are allowed to compete.

3. ENTRY AND COMMUNICATIONS

3.1 Schools desiring to register for the event shall notify the regatta chair by email no later than Monday, April 12th.  Entry and waiver forms must be faxed to the the regatta chair by Wednesday, April 14th at 4 PM.  Schools not registered at that time will not be allowed to compete.

3.2  PCISA membership will be verified upon receipt of entry forms and at the time of final registration at the regatta site.

4. ENTRY FEE

4.1 There will be entry fee of $20.00 per sailor. In addition to the racing, entry fee includes 2 lunches and trophy snack. Additional lunches may be ordered with the entry form.

5. BOATS

5.1 Each team is responsible for providing one complete class legal CFJ.  Due to the windy conditions, all CFJ’s must be built within the last five years. Boat charters are available with first priority being given to Southern California teams Boat charters must be arranged by each team needing a boat. Boats will need to pass inspection prior to racing in the event.

6. CHARTER BOAT DAMAGE DEPOSIT

6.1 $300 boat damage deposit is required. Please provide a separate check with registration. If not needed, the deposit will be returned at the end of the regatta.

0800-0930 Rigging and launching of boats

0945 Competitor’s meeting – MANDATORY

1000 First Warning. Racing will continue throughout the day. Lunch will be available (lunch included in registration fee), during boat rotation from the Treasure Island Sailing Center. There will be no lunch break.

0830-0930 Rigging of boats

0930 Sailor’s Meeting – MANDATORY

1000 First warning. Racing will continue throughout the day. Lunch will be available on the beach during rotation. There will be no lunch break.

1500 No race will be started after this time.

1600 Awards presentation

All times are approximate. Changes will be posted on the Notice Board.

8. RACING AREA/VENUE

8.1 The sailing area will be in Clipper Cover, adjacent to the Treasure Island Sailing Center.  Teams will rotate boats on the docks of the Sailing Center

8.2 Team members, coaches and spectators will be able to watch the racing from TISC.

9. COURSES/FORMAT

9.1 Based on conditions, the Race Committee will determine the courses. Short college-style courses will be used. A complete "Round Robin" will be attempted using the "Navy Special" format (race two races in a division, then rotate boats and divisions.)

9.2. The Race Committee will run as many races as possible, up to a complete Round Robin. Sailors will be expected to rotate quickly and efficiently. Races may run late on Saturday.

9.3 Sailors not racing are to remain at TISC during racing unless otherwise directed by the Race Committee.

10. JUDGING/PROTEST

Judges or observers may be on the water. They will act in accordance with ISSA Procedural Rules, Appendix 4. Judges may use the "Yellow flag rule." Clarification will be provided in the SI’s. Protests will be handled in accordance with ISSA Procedural Rules as amended by PCISA.

10. SCORING

10.1 The regatta will be scored using PCISA Procedural rules.

11. HOUSING

11.1 Teams are responsible for their own housing. Suggested hotels in Berkeley, San Francisco and Oakland will be listed on the PCISA website.

12. FOOD/ENTERTAINMENT

12.1 Lunches for Saturday and Sunday will be provided for each registered competitor. Additional lunches for coaches, parents, etc. are available for advanced purchase on the entry form.  A trophy snack will be provided at the awards ceremony.

13. TRAVEL AND PARKING

13.1 Oakland and San Francisco Airports are both 20 minutes (depending on traffic) from TISC.  Directions are available at www.tisailing.org.

14. COACHING

14.1 Team leaders, chaperones, advisors, coaches and other support personnel may not go afloat in the sailing area April 17-18.  The penalty for failing to comply with this requirement may be the disqualification of all boats, competitors and teams associated with the infringing support personnel.

15. PRIZES

15.1 Prizes will be awarded to schools placing 1st, 2nd and 3rd and to skippers and crews placing 1st, 2nd and 3rd overall.

16. OFFICIAL NOTICE FOR ALL PCC PARTICIPANTS:

No contestant shall use, either on or off the water, alcoholic beverages (beer, wine, distilled spirits), or use any controlled substance (marijuana, cocaine, etc.), the possession of which is unlawful. Infringements of this regulation and/or other discipline expectations occurring during April 16-18, 2004 may be the basis for disciplinary action. Discipline problems and enforcement of this regulation will be handled promptly by an adult Discipline hearing Board which will consist of three adult members; the Regatta Chairman or a designee, a member of the PCISA Board of Directors or a designee and the Chief Judge or a designee. The Discipline Hearing Board shall, at a time and method selected by it, meet to hear any problems and its decision to impose scoring penalties, or any other sanctions it alone deems appropriate, including summary removal from the entire regatta, shall be final without appeal permitted.
