1. RULES
The regatta will be governed by the Rules as defined in the
2001-2004 Racing Rules of Sailing. This includes the ISSA Procedural
Rules & PCISA Procedural Rules. The regatta is classified as a
Category A event.
2. ELIGIBILITY
2.1 A team is comprised of a minimum of 4 and a maximum of 8
sailors who MUST attend the same high school. Competing schools must
be members of PCISA and all sailors must be registered with the PCISA.
Teams must be accompanied by a designated Adult Team Leader/Chaperon,
who may be an advisor, coach or parent and must be recognized by the
school. That Adult Team Leader/Chaperone will be the only individual
authorized to speak with authority to the organizing authority.
2.2 Selection of competing schools will be determined by PCISA
Procedural Rules.
3. ENTRY AND COMMUNICATIONS
3.1 Eligible schools must e-mail their intent to compete to the
Regatta Registrar no later than midnight on April 5, 2004. The e-mail
address for intent to compete is: sbrown@castergrp.com
3.2 Schools intending to compete must then submit completed Entry
and Waiver Forms, along with payment of entry fees and boat damage
deposit, by mail to the Regatta Registrar with a postmark no later
than April 9, 2004. Entries not postmarked by April 9 will be
relinquished to the next eligible school. Mail forms to: Sharon Brown,

(858) 270-5258. PCISA membership will be verified upon receipt of
entry forms and at the time of final registration at the regatta site.
4. ENTRY FEE
4.1 There will be entry fee of $20.00 per sailor. In addition to
the racing, entry fee includes 2 lunches and trophy snack. Additional
lunches may be ordered with the entry form.
5. BOATS
5.1 Each team is responsible for providing one complete class legal
CFJ. The CFJ’s must be built within the last three years. Boat
charters are available with first priority being given to Hawaii and
NorCal teams. Sails will be provided by PCISA. Boat charters must be
arranged by each team needing a boat. Boats will need to pass
inspection prior to racing in event.
6. CHARTER BOAT DAMAGE DEPOSIT
6.1 $300 boat damage deposit is required. Please provide a separate
check with registration. If not needed, the deposit will be returned
at the end of the regatta.

Each team will be allowed to practice in their own boat. If you
wish to practice on Friday, please be considerate of the CYC Jr.
Program that will be in session. Clean language and a clean venue will
be appreciated around the young sailors!

1100 First Warning. Racing will continue throughout the day. Lunch
will be available (lunch included in registration fee), during boat
rotation from the beach. There will be no lunch break. Boats remain at
Fiddler’s Cove for the evening.

0800-0900 Rigging of boats
0900 Sailor’s Meeting – MANDATORY
1000 First warning. Racing will continue throughout the day. Lunch
will be available on the beach during rotation. There will be no lunch
break.
1500 No race will be started after this time. Sail back to Coronado
Yacht Club.
1700 Trophy Presentation at Coronado Yacht Club
All times are approximate. Changes will be posted on the Notice
Board located near Motor home space 124 on the beach.
8. RACING AREA/VENUE
8.1 The sailing area will be in San Diego Bay due east of the Navy
Yacht Club. Rotations will be made on the beach on the south side of
the Fiddler’s Cover Marina/RV Park.
8.2 Team members, coaches and spectators will be able to watch the
racing from the beach.
9. COURSES/FORMAT
9.1 Based on conditions, the Race Committee will determine the
courses. Short college-style courses will be used. A complete "Round
Robin" will be attempted using the "Navy Special" format (race two
races in a division, then rotate boats and divisions.)
9.2. The Race Committee will run as many races as possible, up to a
complete Round Robin. Sailors will be expected to rotate quickly and
efficiently. Races may run late on Saturday.
9.3 Sailors not racing are to remain on the beach during racing
unless otherwise directed by the Race Committee.
10. JUDGING/PROTEST
Judges or observers may be on the water. They will act in
accordance with ISSA Procedural Rules, Appendix 4. Judges may use the
"Yellow flag rule." Clarification will be provided in the SI’s.
Protests will be handled in accordance with ISSA Procedural Rules as
amended by PCISA. Jury will hear all protests on the water or in a
designated location determined by the Race Committee.
10. SCORING
10.1 The regatta will be scored using PCISA Procedural rules. A
"fast track" preliminary protest hearing system may be used. Details
will be in the Sailing Instructions and discussed at the Competitor’s
Meeting.
11. HOUSING
11.1 Teams are responsible for their own housing. Suggested hotels
in Coronado will be listed on the PCISA website.
12. FOOD/ENTERTAINMENT
12.1 Lunches for Saturday and Sunday will be provided for each
registered competitor. Additional lunches for coaches, parents, etc.
are available for advanced purchase on the entry form. Due to prior
scheduled events at Coronado Yacht Club, Saturday dinner will be on
your own in Coronado. A trophy snack will be provided at the awards
ceremony.
13. TRAVEL AND PARKING
13.1 San Diego International Airport is 20 minutes away from
Coronado. Coronado Yacht Club will allow temporary trailer storage
Friday through Sunday. Navy Yacht Club/Fiddler’s Cover Marina are
located down the Silver Strand. Ample parking on a dirt lot is
available.
14. COACHING
14.1 Team leaders, chaperones, advisors, coaches and other support
personnel may not go afloat in the sailing area April 17-18. Coaching
will be done off the beach. The penalty for failing to comply with
this requirement may be the disqualification of all boats, competitors
and teams associated with the infringing support personnel.
15. PRIZES
15.1 Prizes will be awarded to schools placing 1st, 2nd
and 3rd and to skippers and crews placing 1st, 2nd
and 3rd overall. Additionally, the team’s top skippers and
crews will have their names engraved on the Wakeman Trophy.
15.2 The top five (5) teams, based on this regatta and the results
of the PCISA 10% regattas will receive invitations to participate in
the ISSA Mallory Championships.
16. OFFICIAL NOTICE FOR ALL PCC PARTICIPANTS:
No contestant shall use, either on or off the water, alcoholic
beverages (beer, wine, distilled spirits), or use any controlled
substance (marijuana, cocaine, etc.), the possession of which is
unlawful. Infringements of this regulation and/or other discipline
expectations occurring during April 16-18, 2004 may be the basis for
disciplinary action. Discipline problems and enforcement of this
regulation will be handled promptly by an adult Discipline hearing
Board which will consist of three adult members; the Regatta Chairman
or a designee, a member of the PCISA Board of Directors or a designee
and the Chief Judge or a designee. The Discipline Hearing Board shall,
at a time and method selected by it, meet to hear any problems and its
decision to impose scoring penalties, or any other sanctions it alone
deems appropriate, including summary removal from the entire regatta,
shall be final withouth appeal permitted.
