NOTICE OF RACE

RULES
The regatta will be governed by the 2001-2004 Racing Rule of Sailing (RRS), the prescriptions of US SAILING, and the Team Racing Rules (Appendix D), and by the new amended ISSA rules except as any of these are altered by this Notice of Race or by the Sailing instructions.

REGISTRATION
Completed entry forms (see attached) are due no later than March 8, 2004.  Send via fax 650-854-1048 or email at hiker4u@aol.com.  AFTER MARCH 9, THE REGATTA MAY BE CLOSED TO NEW TEAMS, INCLUDING THOSE WHO SHOW UP AT THE REGATTA SITE.
At its own discretion the race committee may limit the number of  teams sailing in the event.  If it chooses to do so, teams will be admitted to the regatta in the same order in which their registration was received.  Preference, therefore, will be shown to teams who register earlier.  The contact person of all registered teams will be notified no later than March 10 2004 as to whether or not their team was admitted to the regatta.
Entry fee $10 per competitor ($60 per team) payable to the Peninsula Youth Sailing Foundation may paid at  check in Sat. morning.

TEAMS
Each competing team shall consist of three skippers, three crews and three boats. Teams are free to bring alternates which may be substituted between races. Teams must enter a  team name and school. i.e. the
“The Who Do’s” from Tombstone High

BOATS
The regatta will be sailed using class legal Club Flying Juniors (CFJ’s).
The contact person of each admitted team will be notified as to whether or not to bring class legal CFJs for the regatta.

FACILITIES
There are two facilities that regatta participants and personnel will use:  public launch facilities (hereafter “public launch”) near the corner of Saginaw and Chesapeake, Redwood City, CA and the Sequoia Yacht Club (hereafter “Sequoia”).  See the schedule of events for information as to when these facilities will be used.

FOOD
Lunches will not be included. Breakfast will be available (but not included) at cost on Sunday morning before the competition at the Sequoia Yacht Club.

Sunday, March 14
10:00 a.m. Brief Skipper’s Meeting (public launch)
10:30 a.m. Racing Begins
4:00 p.m.   No race started after 4:00 p.m.
5:00 p.m., debrief and brief trophy presentation

SAILING INSTRUCTIONS
Sailing Instructions will be available upon registration at the public launch.

FORMAT
Subject to weather conditions, competitors will engage in a continuous round robin with no limit to the number of races.  There will be no separate championship series, and there will be no rotation of boats—each team responsible for its own equipment and sailing in the same boats throughout.  Weaker teams may be augmented by coach participation as deemed appropriate by the race committee.  The race committee will endeavor to get as many races off as possible offering the greatest exposure to team racing possible.

RACING AREA AND COURSE
A  triangle-windward course will be set in Redwood Creek.

SCORING
Scoring will be in accordance with Appendix D, except as modified by the Sailing Instructions.

COACHING
Coaching will be allowed between races, on or off  the water.  There will be no coaching during the races.

PROTESTS
Races will be officiated by the competitors and by on-the-water judging by selected regatta personnel.
Protests not covered by competitor exoneration or by on-the-water judging will be heard as soon as possible by a coach or committee of coaches.  Protests will be determined by “60 second justice”, each competitor having “30 seconds” to explain her position to an officiate and the decision coming immediately thereafter.
Decisions made by on the water judges and by 60 second justice are final.

TROPHIES
Trophies will be awarded to the top three teams.
