Boats: The regatta will be sailed in Laser Full Rigs and Laser
Radials. Each competitor must provide their own class
legal boat.
Entry Fee: $15.00 per competitor. Due before the Skippers
Meeting on October 4, 2003.

Rules: The regatta will be governed by the 2001-2004 Racing
Rules of Sailing, the prescriptions of US SAILING; the 2001-2004 ISSA
Procedural Rules (as modified by the PCISA); this notice of race and
by the Sailing Instructions, all of which supplement or modify the
former.
Entries/Eligibility: All PCISA Member Schools are welcome. Each
school may enter as many boats as desired by completing the entry
form(s) and Release of Liability Form (signed by Parent or Guardian)
attached.
Entries must be mailed (postmarked) or faxed to the US Sailing
Center by October 1 @ 5pm.
Format: This will be a non-rotational regatta. The boat brought
will be the boat sailed in all races. This changes ISSA Rule 7.6(a).
There will be separate starts for
College, High School Radial and High School Full Rig.
Racing Area/Spectating/Coaching: Races will be held just
Northwest of the Alamitos Bay Jetty. The Racing Area will be inside of
a temporary US Coast Guard marine safety zone. NO vessels without
proper credentials will be allowed inside of the area. Only properly
registered competitors, Race Committee and event supplied spectator
and coach boats will be allowed inside the safety zone. Anyone wishing
to bring additional coach boats must contact Mike Segerblom (
mikesego@collegesailing.org)
in advance for permission and arrangements. There should be excellent
spectating from the Jetty adjacent to ABYC and the racing area.
Parking/Boat Storage: There will be a police checkpoint on
Ocean Blvd. at the entrance to the Peninsula. Please bring a copy of
this NOR to show in order to gain entrance. There will be NO parking
of ANY vehicles inside the ABYC parking lot. Only boats and trailers
may enter the ABYC lot. If you need to arrive before Friday October 3rd
and/or leave a boat after Monday October 6th you must
contact the ABYC office in advance. There will be reserved free
parking for competitors in the beach lots across Ocean Blvd. from ABYC.
Please obtain a parking permit from a lot attendant or the ABYC office
upon arrival.
Safety: US Coast Guard approved PFDs (Type 3, minimum) shall be
worn at all times on the water.

This event will be held in conjunction with the PCIYRA (College)
Pacific Coast Men’s Single-handed Championships, the SCYYRA North
Series #1 (Sabots inside) and a major new waterfront event in Long
Beach called SHOREFEST (see
www.shorefest.us for details).
There will be separate starts for College, High School Radial and High
School Full Rig. There will also be a celebration reception for
sailors in California immediately following racing on Saturday.
