1. HOST and ORGANIZING AUTHORITY
The regatta is organized and hosted by the UC Santa Barbara Sailing Team
and the Santa Barbara Yacht Club.
2. RULES
The regatta will be governed by the ISSA Procedural Rules (Fall
2001-Spring 2005) as modified by the PCISA, the 2001-2004 Racing Rules
of Sailing, the prescriptions of US Sailing, the rules of the CFJ Class
(except those rules regarding class membership) and except as any of
these are altered by the Sailing Instructions.
3. FORMAT & ELIGIBILITY
The regatta will be sailed according to a round robin format in two
separate flights (Gold and Silver), each flight with an A division and a
B division. Flight allocation will be done by PCISA. All sailors should
come prepared to sail in the open waters of the Pacific Ocean. Water
temperatures are currently in the high 50’s. All sailors are strongly
encouraged to bring wetsuits and appropriate spray tops/pants for
sailing in the conditions. The race committee may require a team to
return/remain on the beach if their sailing gear is not appropriate for
the conditions.
A and B divisions in both sets will sail separately.
4. BOATS
Each team is responsible for providing one class legal CFJ. Boats which
are deemed not seaworthy by the UCSB Sailing Team will not be allowed to
participate in the regatta. Sails for the Gold fleet will be provided by
the PCISA. Silver fleet sailors must provide their own sails. In the
event that there are enough PCISA sails for all Silver fleet boats,
those sails may be used. UC Santa Barbara has a limited number of
charter boats available for [$100] a day plus a $250 damage deposit. For

5. VENUE & SAILING AREA
Morning activities will be located at either the Santa Barbara Yacht
Club or the far end of the Santa Barbara Harbor parking lot at the far
end of the launching ramp. Ocean conditions will dictate where
unloading/rigging will occur. UCSB Sailing team members will direct
traffic to the appropriate launch site as vehicles enter Harbor Way on
Saturday morning. Rotations will occur off the end of the Santa Barbara
Harbor Breakwall (a.k.a. Sandspit). Racing will be held adjacent to the
breakwall or adjacent to Stearns Wharf depending on conditions.
Be aware, March 29th is the opening of Salmon Season
and the harbor area will be very busy with fishermen launching their
boats. Every attempt will be made to launch at SBYC, however if
conditions don’t permit, please be courteous of space at the launch
ramp. Illegally parked cars or boats will be promptly ticketed or towed.
Also, the dredge will be decommissioning on West Beach (between the
launch ramp and Stearns Wharf). Please stay off the beach as heavy
machinery and trucks will be working.
6. PARKING
Parking may be found in any of the city parking pay lots surrounding the
harbor or across the street in the Santa Barbara City College lot
adjacent to the SBCC stadium. Trailers will be stored in the Santa
Barbara Yacht Club parking lot for the duration of the event. No private
vehicles will be allowed in the parking lot due to limited parking
available in the lot.

8. BOAT STORAGE
Trailers arriving Friday night may be left in the SBYC parking lot if
arriving before 5PM. After 5, all trailers should be left in the SB City
College parking lot adjacent to the Santa Barbara City College track.
After sailing on Saturday, ALL BOATS WILL BE KEPT IN THE WATER in slips
at the end of Marina 1. If you do not want your boat kept in the water,
bring a different boat.
9. HOUSING
Housing will not be provided. All participants will need to make their
own housing arrangements.
10. ENTRY
The entry form must be completed and returned to:

No later than Wednesday March 26, at the discretion of the organizer,
entries may not be accepted after this date. Entry fees may be paid at
registration provided the entry was received before Wednesday, March 26.
Late entries that are accepted will be subject to a $75 late charge.
11. ENTRY FEES
Gold and Silver Fleet- $60 per team. Please make checks payable to ‘UC
Regents’, with ‘UCSB Sailing’ in the memo.
12. COMPETITORS MEETING AND SAILING INSTRUCTIONS
There will be a competitors meeting at 1030 hours on Saturday, March 29,
2003. Sailing instructions will be distributed at registration.
13. DECISIONS OF THE JURY
Decisions of the jury will be final in accordance with RRS Rule 70.4.
14. TROPHIES
Trophies will be awarded to the teams placing 1st, 2nd,
and 3rd in Gold and Silver Fleets, as well as the 1st
place skipper and crew in each division.
15. PARTICIPATION
With the exception of RRS Rule 4, each school shall compete in all
scheduled races. Any school breaking this rule, without permission of
the Race Committee, is subject to severe disciplinary actions by the
PCISA.
16. COACHING
All coaching shall be done from the area of Sandspit Beach. The
Organizing Authority may modify the area if conditions necessitate. Any
spectators on the water shall have no contact with any competitor except
when rendering assistance under Rule 1.1, or as instructed by the Race
Committee.
17. LUNCH AND T-SHIRTS
A BBQ lunch will be available for purchase outside the Santa Barbara
Yacht Club both days. All proceeds will go to the UC Santa Barbara
Sailing Team. Specially designed 2003 Gaucho Regatta T-shirts will be
available at the time of registration. There is an order form for
T-shirts included in the entry form on which the number and size of
T-shirts desired can be indicated. The UC Santa Barbara Sailing Team
will not guarantee that there will be t-shirts available after
registration. Make sure to order yours ahead of time if you want to get
the correct size.
18. DIRECTIONS
From the South, take Hwy 101 North. Exit Cabrillo (a left hand exit!!!).
Turn left and follow along beach. Turn left onto Harbor Way. A student
will guide you to either the yacht club or public launch ramp.
From the North, take Hwy 101 South. Exit Cabrillo. Turn right and
follow to Cabrillo St. Turn right on Cabrillo for one block and turn
left onto Harbor Way. A student will guide you to either the yacht club
or public launch ramp.
