5. RULES—The regatta will be governed by: the Racing Rules of Sailing, RRS 2001-2004 (including Appendix D), the prescriptions of US SAILING, the ISSA Procedural Rules, the rules of the CFJ Class, by the Notice of Race and the Sailing Instructions. CFJ class rules requiring class membership shall not apply.

6. ENTRY—Entry form must be received by Sharon Brown on or before Wednesday, April 30, 2003.   Send to: Sharon Brown, Registration Chairman, 4669 Murat Court, San Diego, CA 92117 or fax: 858-274-3484.

7. FEES—The entry fee is $25 per team, made payable to PLHS Sailing Team. Fee may be paid at registration.

8. FORMAT AND ELIGIBILITY— One team (consisting of skippers and crews for three boats) may enter from each PCISA member school. Schools must be registered with PCISA/ISSA in order to compete. Wind and weather conditions will determine the ultimate format employed by the Race Committee. The Race Committee will attempt to complete at least one full round robin, which may result in a long day on Sunday. Please make travel plans accordingly.

9. EQUIPMENT—Team must bring or make arrangements for their own boats. Contact Jerelyn Biehl if you need assistance with boats. Sails will be provided by PCISA.

10. MEDICAL RELEASE/CONSENT FORM—The entry form, and a parent consent/waiver of liability and medical release form must be completed for each competitor prior to competing. No competitor will be allowed on the water without these forms.

11. HOUSING— Local hotels and motels in San Diego are in close proximity to the venue.

12. SAILING AREA—The sailing area will be on Mission Bay in front of Mission Bay Yacht Club. This may, at the sole discretion of the Race Committee, be changed to reflect wind and weather conditions.

13. JUDGING/PROTESTS—Judges may be on the water using the observer system of RRS Appendix D (D2.3). If so, they will act in accordance with RRS Appendix N and ISSA Procedural Rules Appendix 4. Judges may use the "yellow flag rule." Clarification will be provided in the Sailing Instructions. Protests will be handled in accordance with ISSA Procedural Rule #16. Jury will hear all protests on the water or in a designated location determined by the Race Committee.

14. COACHING—ISSA Procedural Rule #8 "COACHING" shall apply, except when rendering assistance under RRS Rule 1.1 "Helping those in Danger".

15. OFFICIAL NOTICES—No contestant shall use, either on or off the water, alcoholic beverages, (beer, wine, or spirits), or any controlled substance (marijuana, cocaine, etc.), the possession of which is unlawful. Infringements of this regulation and/or other off water discipline expectations occurring during May 3-4 may be the basis for disciplinary action. Discipline problems and the enforcement of this regulation will be handled promptly by an adult Discipline Hearing Board selected by Mission Bay Yacht Club, to be composed of three adult members: the Regatta Chairperson or her designee, a member of the MBYC Board of Directors or an individual representing the MBYC Board and the Chief Judge or his designee. This Board shall, at a time and by a method selected by it, meet to hear and review any problems. The Board, in its sole judgment, may decide to impose scoring penalties or other sanctions, including summary removal from the regatta. The decision of the Board shall be final and not subject to appeal.

16.AWARDS—The teams placing 1st, 2nd and 3rd will qualify to participate in the Baker Cup Championship regatta.
