SAILING INSTRUCTIONS

PCISA Pacific Coast Conference Championship

April 13 & 14, 2002

1. RULES
1.1 The regatta will be governed by The Racing Rules of Sailing (RRS 2001-2004), the prescriptions of US SAILING, the ISSA Procedural Rules, as modified by the PCISA, the rules of the CFJ Class and by these Sailing Instructions, all of which supplement or modify the former. The regatta is designated Category A.
1.2 RRS 67 is in effect for this regatta. RRS 67 is also modified as follows: Boats that are observed by a member of the Jury infringing RRS 42-Propulsion may be protested on the water. A member of the Jury will notify the protested boat as soon as practicable by a whistle accompanied by a flag and hailing the boat’s sail number. The protested boat shall either acknowledge the infringement by immediately taking a 720 degree Turns Penalty (RRS 44.2) or continue to race, in which case she shall be subject to being protested by the Jury under RRS 60.3
1.3 Class rules requiring Class membership shall not apply.
2. SCHEDULE OF RACES
2.1 Saturday, 04.13.02 First Race Warning Signal at 11.00 AM
2.2 Sunday, 04.14.02 Race Warning at 11:00 AM.
2.3 Sunday 04.14.02. No race will be started after 4:00 PM
2.4 Race Committee will attempt to run as many races as possible but will not exceed one complete rotation of all boats.
3. NOTICES TO COMPETITORS
3.1 Notices to competitors will be posted on the bulletin board located at the flagpole on the main deck of Coronado Yacht Club.
4. CHANGES IN THE SAILING INSTRUCTIONS
4.1 Any change to the Sailing Instructions will be posted before 9:30 AM on the day it will take effect.
5. SIGNALS MADE ASHORE
5.1 Signals made ashore will be displayed from the flagpole located on the front deck of the Coronado Yacht Club. Code flag "AP", Answering Pennant, with two horns means "The race is postponed - Do Not leave the Harbor. The time of the warning signal will be posted when the "AP" is lowered with one sound signal.
6. COMPETITOR'S MEETING
6.1 A Competitor's meeting will be held on Saturday, April 13, 2002 at 9:30am, at Coronado Yacht Club. Questions with respect to the conduct of the regatta must be addressed at the skipper's meeting and answers may come in written form on notice board.
7. RACING AREA
7.1 The racing area will be in South Bay of San Diego Bay, as determined by the PRO
8. ROTATION OF BOATS
8.1 There will be boat rotations off the beach on the south side of the Navy Yacht Club
9. SAIL NUMBERS VERSUS BOW NUMBERS
9.1 Each team will be provided with a set of sails consisting of a main and jib. The requisite sail number will be prominently displayed on the main. Each team will provide their own jib sheets of the proper length and in good sailing condition.
9.2 No bow numbers will be distributed.
10. ROTATION OF CREW
10.1 It is the responsibility of the Coach or Team Representative to submit the Crew Rotation form at the end of each day of sailing to the Race Committee
11. THE COURSES
11.1 All marks of the course shall be left to port.
11.2 Marks W, R, L will be orange or yellow inflatable buoys.
11.3 Illustration "X' (attached) shows the courses to be sailed.
11.4 The course number to be sailed (1,2, or 3) will be displayed prior to the Warning Signal from the Race Committee boat.
11.5 Course changes will be signaled as follows; with repeated sound signals, flying the “S” Flag, and by indicating the compass bearing of the new course, prior to the first boat rounding the mark prior to the moved mark.
12. START/FINISH
12.1 The Starting line will be positioned in the middle of the racecourse and will be between a staff with an orange flag displayed on the Race Committee vessel and a staff with an orange flag on a float set as the Pin end.
12.2 The Finish Line will be upwind of the windward mark and will be between a staff with an orange flag displayed on the Finishing Committee boat and a staff with an orange flag set as the pin end.
12.3 The Starting line is not restricted.
12.4 Boats that have finished are expected to clear the finish line area immediately.
12.5 Individual Recalls will be signaled in accordance with RRS Appendix Q6&7. It is the responsibility of each yacht to start legally. Failure to hear a hail from Race Committee is an insufficient course for redress.
12.6 General Recalls will be with Multiple whistles and no visual signal, and the “1-minute Rule" (RRS) shall be in effect after any general recall.
12.7 Races will be started in accordance with RRS Appendix Q, using a starting whistle, except as follows.

13. TIME LIMIT
13.1 Time limit to finish a race will be 45 minutes after the starting signal.
13.2 If a yacht(s) is excessively delaying the next start, the Race Committee may order the race terminated and score all yachts affected equal to last place.
13.3 No races will be started after 4:00 pm on Sunday, April 14, 2002
14 ALTERNATIVE PENALTIES
14.1 RRS 44.2 is in effect for this regatta. A 360 degree penalty is in effect for all infractions under RRS. Any yacht which has performed a 360 degree Turns Penalty during a race shall notify the Race Committee at the finish of that race.
15. JUDGES
15.1 Judges may monitor all racing. Judges will act in accordance with ISSA Procedural Rules. Judges may bring protests under RRS 60.3 or SI 1.2 in the case of (1) clear cut breaches of RRS 42 Propulsion, (2) obvious, audible collisions and no penalty taken nor any competitor protest, (3) collisions for which the alternative penalties of RRS 44 are insufficient, and (4) marks clearly touched and no penalty taken nor any competitor protest. Protest will be decided on shore.
16. PROTEST
16.1 A boat intending to protest shall hail "protest' to and the sail number of the boat(s) being protested, and conspicuously display a red flag at the first possible opportunity. She shall display the flag until protest is acknowledged by Race Committee. The protesting boat shall notify a race committee boat, located between the finish line and the rotation area on the beach, of its intent to protest and the sail number(s) being protested, immediately after finishing – either on the way to the next race or to the beach for rotation.
16.2 Protests shall be heard, when possible, between races for each division, or after the races each day.
16.3 Decisions of the jury will be final in accordance with RRS Rule 70.4.
17.RETIRMENT
17.1 Any yacht which withdraws from a race, shall make an attempt to notify the Race Committee of her withdrawal before leaving the racing area. A boat which has withdrawn shall remain clear the racing area.
18. SCORING
18.1 The Low-Points Scoring System Rule A2 (RRS) as it pertains to ISSA Rule 9, will apply. 18.2 All teams (skipper/crew) will be scored to determine individual team positions.
19. BREAKDOWNS
19.1 Breakdowns will be handled in accordance with ISSA Procedural Rules.
20. Trophies: Trophies will be awarded to the top five placing teams in the event, and low-point awards will be presented to the 1st place skipper/crew in each division. Presentation time will be announced, and the presentation will be held at the CYC BBQ area.
21. OFFICIAL NOTICE OF SPECIAL RULES
21.1 No contestant shall use, either on or off the water, alcoholic beverages (beer, wine, and distilled spirits), or use any controlled substance (Marijuana, cocaine, etc.), the possession of which is unlawful. Infringement of this regulation and/ or other off water discipline expectations occurring during April 13-14, 2002 may be the basis for disciplinary action. Discipline problems and this regulation's enforcement will be handled promptly by an adult Discipline Hearing board who will consist of three adult members: the Regatta Chair person. , the Chief Judge and a member of the Board of Directors of the Coronado Yacht Club. Said Board shall, at a time and method selected by them, meet to hear said problem, and their decision to impose scoring penalties, or other sanctions they alone deem appropriate , including summary removal from the entire regatta, shall be final without appeal permitted.
21.2 Competitors who knowingly drop trash, or litter, into the San Diego Bay may be expelled from all subsequent races.
21.3 Boats shall be maintained properly by all competitors. No gear shall be removed or exchanged from CFJ’s without permission from boat inspector, beach control, judges or race committee.
21.4 21.4 ISSA Procedural Rule #8 " Coaching" will be enforced, except when rendering assistance under RRS 1.1 "Helping those in Danger"
