1. RULES
The regatta will be governed by the revised 2001-2004 Racing Rules of Sailing, the prescriptions of US SAILING, the ISSA Procedural Rules, this Notice of Race (except as changed by the Sailing Instructions), and the Sailing Instructions.

2. ELIGIBILITY
2.1 A team is comprised of a minimum of 4 sailors who MUST attend the same high school and be in the 9th grade or higher. Competing schools must be members of ISSA. Teams must be accompanied by a designated adult Team Leader/Chaperone, who may be an advisor, coach or parent.

2.2 The selection of competing schools for the Wakeman Trophy will be as defined by PCISA. Generally, the top 20 PCISA teams as calculated by scores in the PCISA 10% regattas will be offered the opportunity to sail. In addition, the top two schools from Hawaii will be invited.

3. ENTRY AND COMMUNICATIONS
Eligible schools wishing to compete must enter by filing an official entry form prior to Monday, April 15, 2002. The entry form and instructions on filing will be available on line by Friday April 5, 2002. 4. ENTRY FEE
There will be an entry fee of $40.00 per team.

5. BOATS
Each team must provide one class-legal Collegiate FJ that is acceptable to the Organizing Authority and jib sheets for that boat. Sails (but not jib sheets) will be provided by the Organizing Authority. A limited number of charter boats will be available for out-of-area schools. Questions about charter boats should be addressed to the Regatta Contact.

6. SCHEDULE
Saturday, April 20, 2002
0730 - 0900 Registration, boat inspection and check in.
0800 - 0915 Rigging and launching of boats.
0930 Sailor's Meeting - MANDATORY.
1030 First Warning. Racing will continue throughout the day.
Lunch will be available (only to those who order with pre-registration), during
boat rotation. There will be no lunch break.

1600 No race will be started after this time, with the exception of a sail-off, if needed.
1700 After race snack and Trophy Presentation.

All times are approximate. Changes will be posted on the Notice Board.

7. RACING AREA/VENUE
Racing will be in Clipper Cove on Treasure Island in San Francisco Bay. Team members, coaches and spectators will be able to watch the racing from TISC and rotations will be at the TISC docks. TISC is located on Treasure Island, in the middle of San Francisco Bay. Access to TISC is via the Bay Bridge, either from San Francisco or the East Bay. The racing venue is excellent, however, amenities on the island are relatively spartan. There will be shelter and toilet facilities, but if you want food and beverages that are not part of the meal package you must bring them with you. There are no stores on the island!

8. COURSES/FORMAT
Based on conditions, the Race Committee will determine the courses. Short college-style courses will be used. A complete "Round Robin" will be attempted using the "Navy Special" format (Race two races in a division, then rotate boats and divisions). The Race Committee will run as many races as possible up to a complete Round Robin. Sailors will be expected to rotate quickly and efficiently. Particularly on Saturday, races may be run until dusk.

9. SCORING
The regatta will be scored using ISSA Procedural rules. A “fast track” preliminary protest hearing system may be used. Details will be in the Sailing Instructions and discussed at the Sailor’s Meeting.

10. HOUSING
Teams are responsible for their own housing. Some housing may be available through local schools. Please direct housing requests to the Regatta Contact. There are many hotels, motels and inns in Emeryville, very near the base of the eastern end of the Bay Bridge. These are hotels, motels and inns provide the housing closest to the venue.

11. FOOD/SHIRTS
A lunch package will be available to teams and to anyone traveling with them. The cost will vary depending on what is ordered. Please see the entry form for details. Food must be ordered a part of your advanced entry, and will not be available at on-site registration. Shirts will also be available. Please indicate size and numbers with your registration packet.

12. TRAVEL AND TRANSPORTATION
Both San Francisco International Airport (SFO) and Oakland International Airport (OAK) are approximately 30 minutes away and convenient. SFO is a much larger airport and generally has more flights available. OAK is, however, much more user-friendly. Because the sailing venue is relatively isolated from any lodging, renting a car or van is highly recommended.

13. COACHING
Team leaders, chaperones, advisors, coaches and other support personnel shall not go afloat in the sailing area on April 20 and April 21, 2002 unless it is with the permission of the Race Committee. Except in unusual circumstances, that permission will only be granted if all persons who want to be afloat can be accommodated. The penalty for failing to comply with this requirement may be the disqualification of all boats, competitors and teams associated with the infringing support personnel.

14. PRIZES
Prizes will be awarded to schools placing 1st, 2nd and 3rd and to the A division and B division low point teams.

15. OFFICIAL NOTICE FOR ALL MALLORY PARTICIPANTS:
No contestant shall use, either on or off the water, alcoholic beverages (beer, wine, distilled spirits), or use any controlled substance (marijuana, cocaine, etc.), the possession of which is unlawful. Infringements of this regulation and/or other discipline expectations occurring during April 19, 20 or 21, 2002 may be the basis for disciplinary action. Discipline problems and enforcement of this regulation will be handled promptly by an adult Discipline Hearing Board which will consist of three adult members; the Regatta Chairman or a designee, a member of the SFYC Board of Directors or a designee and the Chief Judge or a designee. The Discipline Hearing Board shall, at a time and method selected by it, meet to hear any problems and its decision to impose scoring penalties, or any other sanctions it alone deems appropriate, including summary removal from the entire regatta, shall be final without appeal permitted.
