 4.                    Rules: The Regatta will be governed by the Racing Rules of Sailing (RRS 1997-2000), the prescriptions of US Sailing, the ISSA Procedural Rules (as modified by the PCISA), the rules of the CFJ Class; and by the Sailing Instructions.  CFJ Class Rules requiring Class Membership shall not apply

 5.                    Entry: Entry FORM MUST BE RECEIVED AT CORONADO YACHT CLUB ON OR BEFORE APRIL 6, 2001.  Send or Fax (619-435-2480) to Coronado Yacht Club, 1631 Strand Way, Coronado, CA 92118, Attention: Jon Rogers

 6.                    FEES:  Entry fee is $25.00/team, made payable to Coronado Yacht Club.  Lunches, meals and T-Shirts (optional) are available for reasonable rates.  See Entry Form for details

 7.                    Format and Eligibility:  One Team (Varsity A & B) from each eligible and qualifying PCISA member school is eligible to compete.  The qualifying schools will consist of the top 15 SoCal qualifiers, the top 5 NorCal qualifiers and top two qualifiers from Hawaii.  See Supplemental Rules for Pacific Coast Interscholastic Sailing Association for eligibility requirements.

 8.                    Boats:  Each team is responsible for providing one complete class legal CFJ.  The CFJ’s must be built within the last three years.  Boat charters are available with first priority being given to Hawaii and NorCal teams.  Sails, consisting of Main and Jib, will be provided by PCISA.  Each team will need to bring their own jib sheets.  Boat charters must be arranged by each team needing a boat.  Boats will need to pass inspection prior to racing in event.  Please contact Bob Anderson andonado@aol.com or 619-252-9991

 9.                    Medical Release/Consent Form: The Entry Form must be completed by the team coach or Representative.  Form must be completed for each competitor prior to competing.

 10.                 Housing:  See attachment regarding hotels and accommodations.  Limited private housing is available.  CYC is not responsible for arranging housing.  For information, please contact Elly Dowd, Housing Chair, at 760-564-0484

 12.                 Entertainment: Saturday, April 21/TBA

 13.                Sailing Area:  The sailing area will be in San Diego Bay due east of the Navy Yacht Club.  Rotations will be made on the beach on the south side of the Fiddler’s Cove Marina/RV Park.

 14.                 Judging/Protests: Judges or observers may be on the water.  They will act in accordance with ISSA Procedural Rules, Appendix 4.  Judges may use the “yellow flag rule”.  Clarification will be provided in the SI’s.  Protests will be handled in accordance with ISSA Procedural Rule #16.  Jury will hear all Protests on the water, or in a designated location determined by the Race Committee.

 15.                 Coaching:  ISSA Procedural Rule #8, “Coaching”, shall apply, except when rendering assistance under RRS Rule 1.1, “Helping those in danger”.

 16.                 Spectator Boat Slips and Parking:  Coronado Yacht Club will have a limited number of temporary boat slips available.  Trailers may be stored on the Club Premises.  Car parking is available in the south lot.  Contact Jon Rogers, Junior Director, Coronado Yacht Club, 619-435-0522 or cycjrs@aol.com.

 17.                 Trophies:  Trophies will be awarded to the top five placing teams in the event, and low-point awards will be presented to the 1st place skipper/crew in each division.  In addition, the Wakeman Trophy will be awarded to the 1st place team in the Pacific Coast Championship.  Presentation time will be announced, and the presentation will be held at the CYC BBQ area.

 18.                 Official Notices: No contestant shall use, either on or off the water, alcoholic beverages (beer, wine and distilled spirits), or any controlled substance (Marijuana, cocaine, etc), the possession of which is unlawful.  Infringement of this regulation and/or other off water discipline expectations occurring during April 20-22, 2001 may be the basis for disciplinary action.  Discipline problems and this regulation’s enforcement will be handled promptly by and Discipline Hearing Board who will consist of three adult members: the Regatta Chairperson, a member of the CYC Board of Directors and the Chief Judge.  Said Board shall, at a time and method selected by them, meet to hear said problem, and their decision to impose scoring penalties, or other sanctions they alone deem appropriate, including summary removal from the entire regatta, shall be final without appeal permitted.

 No one shall borrow, or exchange equipment among boats without permission of Boat Inspectors or Beach Control personnel.

AUTHORIZATION TO CONSENT TO TREATMENT OF A MINOR

The undersigned parent or guardian of a minor, does hereby consent to any emergency x-ray, anesthetic medical or surgical diagnosis or treatment and hospital care which is deemed advisable by, and is to be rendered under the general or special supervision of any physician and surgeon licensed under the provision of the Medical Practice Act.  It is understood that this authorization is given in advance of any specific diagnosis, treatment, or hospital care being required but is given to provide authority and power on the part of our aforesaid agent(s) to give specific consent to any and all such diagnosis, treatment of hospital care which aforementioned physician in the exercise of his best judgment may deem advisable; and neither said agent or any organization involved assumes any financial responsibility for exercising this action.

Parents Consent & Waiver of Liability, Assumption of Risk & Indemnity Agreement

 The undersigned parents, or legal guardians, (hereinafter referred to in the singular) of the below named child (herein referred to as the “Child”), request that the child be allowed to participate at the PCISA Pacific Coast Conference Championship Regatta, herein referred to as the “Regatta”, at Coronado Yacht Club, April 20-22, 2001.

 This agreement shall remain in effect until the end of the activities described above.

 In return for the child being permitted to take part in the activities and to use the facilities and property of the Coronado Yacht Club, (hereinafter referred to as the “Regatta Providers”, or “RP”), each of us makes the following promises and warrants the truth of the following facts:

 I am familiar with yacht racing and regatta activities, and I understand officers, members and employees of “RP” are available to discuss the activities if I should wish additional information.  I also understand I am solely responsible for the transportation to and from the regatta, and the arrival and departure of my child at the beginning and end of each day’s activity.  I will not allow my child to attend the regatta without appropriate supervision.  I agree that the “RP” will have no responsibility for the direct supervision of my child.  The Adult Chaperone named on the Regatta Entry Form and/or myself, if present, will be responsible for my child.  I will inform my child that he/she is expected to cooperate with, and follow the directions of the Adult Chaperone, and all persons in charge of the activities and to act in a manner consistent with the spirit of good sportsmanship, the regatta rules and respect for the rights of others.

 Consent: My child is in good health, and I know of no reason why he/she should be incapable of participating in the activities.  I consent to my child’s participation in the Regatta.  My child knows how to swim.  I will immediately notify the designated “RP” Committee at the Regatta site if a change in my child’s health or other condition would affect my child’s ability to participate in the activities.

Waiver of Liability:  I waive and release any right I, my child, my heirs, distributes, guardians, legal representatives and assigns may have or acquire to make a claim against, sue, attach the property of, or prosecute any “RP” or its members, directors, officers, agents, employees and affiliated organization (hereinafter referred to as “the releases”) for monetary or other damages caused by injury to my child, or damage to the property of my child or myself, arising from my child’s participation in the activities and use of the facilities and property of any “RP”, whether or not the injury or damage results from the negligence or other action, except intentional acts, of any of the releases.  Assumption of Risk: I am aware that the activities will involve maneuvering and being on a boat or other watercraft on deep waters in potentially hazardous conditions which may include strong and high winds, sudden and unexpected immersion in deep waters and collision with other watercraft or stationary objects such as docks, pilings and buoys.  With knowledge of the dangers involved, I voluntarily ask that my child be allowed to take part in the activities.  I ACCEPT ANY AND ALL RISK TO MYSELF AND MY CHILD OF INJURY, DEATH AND PROPERTY DAMAGE ARISING FROM PARTICIPATION IN THE ACTIVITIES AND USE OF THE FACILITIES AND PROPERTY OF ANY “RP”, whether or not caused by the negligence or other action, except intentional acts, of any of the releases.  (Please initial to indicate you have read this paragraph____

 Indemnity Agreement:  I agree to indemnify and hold the releases harmless from any loss, liability, damage or cost, including reasonable attorney fees they may incur due to my child’s participation in the activities and use whether or not such loss, liability, damage or cost results from the negligence or other action, except intentional acts, of any of the releases.  (Please initial to indicate you have read this paragraph____

 I HAVE FULLY READ THIS AGREEMENT AND FULLY UNDERSTAND ITS CONTENT.  I AM AWARE THAT THE AGREEMENT INCLUDES A WAIVER OF LIABILITY, AN ASSUMPTION OF RISK AND AN AGREEMENT BY TO INDEMNIFY THE RELEASES.  I SIGN IT OF MY OWN FREE WILL.
